Each utility company will maintain and maintain reasonably adequate maps, plans and records of its distribution system, showing the size, character, and location of each. With voter approval, the district can issue bonds for this purpose guaranteed by taxes or a combination of taxes and contract revenues. B) The municipality shall deliver the notice required under this section in writing by mailing it to the address of the property owner or to the person who last paid taxes on the property, as determined by the municipal tax lists. A special evaluation certificate issued under this subchapter, including a certificate issued under a joint procedure under Section 552,072, is a legal and authorized investment for a bank, savings bank, trust company, savings and loan association, insurance company, amortization fund of a municipality, county, school district, or other political subdivision of this state, and for all other public funds of this state or an agency of this state. H) A municipality may commit its taxing power to a contract concluded under this section if a majority of the municipality's qualified voters who vote on the issue in an election vote in favor of the proposed contract and the collection of property taxes to pay the municipality's obligations to the authority under the contract. These taxes are subject to the tax limits imposed by the constitution and laws of this state and by municipal statutes. Issue negotiable municipal bonds or warrants for that purpose and impose taxes to provide the interest and amortization fund on those bonds or warrants in the manner provided by law for the issuance of tax-backed bonds and warrants by the municipality; or.
